Potentially some plumbing has to get access through neighbors below - when I changed from a tub/shower to a walk in shower I had to get permission from my neighbor to access his unit which meant it had to be scheduled around his needs AND his ceiing needed to be repaired. For example in my condo only steel can be used for framing because of fire regulations. There are construction issues in multi-family units that are different than single family homes.
